In Moscow, the issuance of an absolute new document has started – a temporary identity card of a stateless person. Those who actually live in Russia, but have no citizenship of any country, will receive such “crusts”. That is, there is essentially nowhere to expel such a person.

Yakubjan was born in Dushanbe, and when he was 5 years old, his family moved to Astrakhan. “He did not go to school. He walked, smoked and played cards. Merkacheva added that Khakimdzhanov was last detained not for a crime, but because that the police were unable to identify him. It was found out that the detainee is not a citizen of any state, which became the basis for issuing him a temporary identity card.
By the way, the new Russian document has nothing in common with the documents issued in the Baltic states to the residents of the USSR of non-titular nations “stuck” there. Our document, on the contrary, endows all the rights of persons who find themselves without a country ready to accept them. And in the former republics of the USSR, on the contrary, in fact, they made residents second-class citizens with the help of “non-citizen passports.” The amendments that make it possible to issue to persons, for various reasons, who are in the Russian Federation with an unregulated legal status, a temporary identity card of a stateless person, entered into force on August 24 last year. This document confirms the identity of the stateless person and his stay in the country.

Stateless individuals – stateless persons – began to receive a completely new document for a period of as much as 10 years. At the same time, it looks no worse than the electronic passports being introduced among the first Russians. It is specified that after a 10-year period, as well as in the event of damage, loss of the document or detection of errors in it, the certificate must be replaced. It is also noted that it is impossible to issue a document in electronic form – the presence of a person is required.

But the document itself can boast of all modern electronic gadgets. An identity card for stateless persons will look like a card with an electronic data carrier for storing biometric personal data of the owner (an electronic image of a person’s face and an electronic image of papillary patterns of two fingers of this person’s hands, suitable for his identification).
The card will also show the owner’s name, date, place of birth and gender. The cases in which the new document will be canceled are also discussed. So, if a stateless person receives foreign citizenship or a state is established that is ready to accept it, the certificate will lose its validity. Earlier, the press center of the Ministry of Internal Affairs of Russia reported that as of December 1, 2021, more than 750 applications for the issuance of such a document were accepted. The largest number of applications was filed in the Krasnodar Territory, Saratov, Moscow, Oryol, Orenburg, Volgograd regions.
