Deputy Prime Minister of Russia Tatyana Golikova instructed the Ministry of Education and Science to ensure regular analysis of cases of antisocial and destructive behavior of underage students of higher educational institutions. This is stated in protocol meeting of the government commission on minors and the protection of their rights on November 12.
In addition, the department was instructed, together with the Ministry of Internal Affairs and the Ministry of Education, to ensure interaction between the leadership of educational institutions and the Ministry of Internal Affairs to identify minors who show signs of such behavior.
The Ministry of Education and Science and the Ministry of Education will have to submit to the government by March 1, 2022 a draft of a set of additional measures to prevent destructive behavior and delinquency among underage university students. The ministries were instructed to send recommendations to universities on the implementation of programs for the formation of law-abiding behavior of students, as well as to ensure the improvement of teacher training in this area.
The departments will have to report on the results at a meeting of the commission in the first quarter of 2022.
