Peskov called the fulfillment of all the requirements of Russia as a condition for concluding peace with Kyiv

The Kremlin is not familiar with the peace plan for resolving the conflict in Ukraine, published in the American press. This was stated by the press secretary of the President Dmitry Peskov, answering a journalist’s question. At the same time, Peskov allowed a peaceful settlement of the conflict if Kyiv fulfills all the requirements of the Russian side.

To a clarifying question about what exactly the requirements are, the presidential press secretary replied that “Ukraine knows everything very well,” reports RIA Novosti.

The day before, an American conservative magazine National Interest published own draft plan for a peaceful settlement of the situation in Ukraine from 15 points.

  1. The Constitution of Ukraine establishes a permanent neutral status. Members of the UN Security Council become guarantors of the country’s sovereignty. In return, Russia recognizes the legitimacy of the current Ukrainian authorities.
  2. Crimea is recognized as a territory of Russia.
  3. Russian forces are withdrawing to positions as of February 24, 2022 from all regions of Ukraine, except for Donbass. There, the border is determined on the day the plan comes into force.
  4. Holding by September a general referendum on the status of the regions throughout the Donbass. The organization of the referendum and the counting of votes should be handled by representatives of governments on both sides of control. The UN and neutral observers oversee the organization and counting of votes. Regardless of the results of the vote, Ukraine returns the status of the official language to the Russian language. Russian troops can remain in the region only at the invitation of the DPR and LPR governments.
  5. Russia supports Ukraine’s bid to join the European Union.
  6. Ukraine forever breaks ties with NATO, stops inviting military instructors, joint exercises, supply of weapons, etc. Ukraine prohibits the deployment of NATO bases on its territory and breaks the strategic partnership agreement with the United States.
  7. The ground forces of Ukraine are being reduced to 150,000 servicemen and 100,000 reservists.
  8. Ukraine is destroying all strike weapons systems. Russia controls the process. Ukraine introduces a ban on the production of weapons of mass destruction. US-funded biolaboratories are being closed and Russian inspectors are gaining access.
  9. Return and exchange of all prisoners of war, refugees and civilians in accordance with the provisions of the Geneva Convention.
  10. Both sides refuse compensation and military tribunals. Any tribunals are held by the countries of which the accused are nationals.
  11. The US and EU are providing assistance to rebuild Ukraine.
  12. Restoration of diplomatic relations between Russia and Ukraine, as well as between Russia and all NATO countries.
  13. Cancellation of anti-Russian sanctions. Return of all “frozen” assets to their owners. Within 12 months after the signing of the peace agreement, both sides build trade relations.
  14. NATO’s refusal to expand eastward at the expense of the former Soviet republics or along the borders of Russia, including Finland. fixing this requirement. Russia, in response, agrees to the entry into NATO of Sweden and any other European country that does not border Russia.
  15. Russia and NATO agree to start negotiations on including Russia in the European security architecture, extending the Intermediate-Range Nuclear Forces Treaty (INF Treaty), and negotiating an agreement supplementing the Treaty on Conventional Forces in Europe (CFE).
