Residents of two houses quarreled on Dybenko Street in St. Petersburg – City – News of St. Petersburg

In the Nevsky district, a neighborly battle broke out between the residents of the residential complex “Renaissance” and “Civilization”. They did not share a piece of asphalt on the construction driveway and now they are practicing dragging concrete blocks and “bricks”.

Neighborly confrontation unfolded in the microdistrict between Dalnevostochny Prospekt and Oktyabrskaya Embankment. Today the quarter is a huge construction of residential skyscrapers on both sides of the future Dybenko Street, which someday should stick into the Oktyabrskaya embankment. But now it looks like a dirt road. Yes, and it’s not expensive in the official sense, although some of the residential complexes have already been commissioned: in 2019 and 2020, two buildings of the Renaissance residential complex were put into operation, a little further on the same side of the “under-street” is the Civilization residential complex.

The condition of this unofficial road, which, importantly, runs not on private, but on state – urban land, has, to put it mildly, left much to be desired for the last couple of years. Partly it was lined with building concrete slabs, partly – the usual “primer”, generously decorated with potholes, pits and huge puddles.


In mid-May, the Renaissance company (the developer of the residential complex of the same name, part of the AAG group) asphalted two of the four lanes of the site along the residential complex of the same name, parallel to its residential complex. Formally, this is still not a road – just a temporary option, the passage was very dead. And it seems that the improvement of the situation, albeit a small one, detonated inter-neighborly relations. The path to the Renaissance underground parking runs along the asphalt fragment. If you drive a little further and shake a little on the dirt road, you can get to the “Civilization”.

Andrei, a representative of the Civilization initiative group, contacted the editorial office, who said that as soon as the work was completed, concrete blocks blocked the possibility of driving on asphalt to his residential complex. Now the residents of one residential complex periodically pull a part of the blocks to the side for the passage of cars, and their neighbors from the “Renaissance” – return the “fence” to its place.

Residents of “Civilization” regarded these actions as the squatting of urban territory, which, in general, everyone has the right to use. Judging by the photographs, the site is also used as a parking lot.

“They seized a section of the road, blocking it with blocks and arbitrarily installed the sign“ Brick ”so that residents of the neighboring residential complex would not drive on asphalt. Now there is an entrance only on one side under the “Kirpich”, on the other side there is a dead end, now every day taxis, special services cars (ambulance) drive into this dead end, as the navigator leads there, turn around and go back, ”said Andrey. According to him, the initiative groups held face-to-face meetings and negotiations, but could not find a compromise.

The editors asked the second side to comment on the story. The representative of the initiative group “Renaissance” Sergey confirmed that there really is a conflict, and the territory does not belong to his residential complex, but is citywide.

The interlocutor recalled that the house was commissioned about two years ago, and the only entrance to the residential complex – just along the “under-street” – was a difficult path. “It’s just awful, sometimes it was just impossible to get through there, we wrote multiple complaints to both the developer and the city administration. To which they always received one answer: wait, be patient, the road will be after the construction in this area is completely completed, – Sergey said. – We wrote in response that we understand: we must wait for the end of construction. But this is already a huge microdistrict with dozens of houses, and we can’t get to ours.”

Regarding the number and convenience of ways to get to both LCDs, the opinions of the parties differ. Sergei believes that “civilized” neighbors have four access roads (they are also not roads) versus one for “Renaissance”. The opposite side, in turn, states: one is rarely used by anyone, since it is a yard area and a narrow passage, two more are broken gravel roads, the fourth is only suitable if you drive from the center, and all of the above can also be used by residents of Renaissance “.

“As soon as the asphalt was laid, everyone wanted to drive on it. Trucks, including concrete mixers. The builders told us that if they drive, in two months there will be nothing left of the asphalt, and it will be even worse, ”added a representative of the residents of the Renaissance residential complex.

The initiative group “Renaissance” explained its actions to protect the asphalted area from the possibility of passage for outsiders by three reasons. The first is protection from the passage of trucks, which will quickly render the coating unusable. Second: significant morning traffic along Dybenko Street from Kudrovo. Now this stream has two ways: either along the neighboring Krylenko Street, or along Zolnaya Street, in both cases you will have to stand in a traffic jam.

“Naturally, everyone wants to pass through us. But there were not so many who wanted to, as the road was killed. As soon as they saw the asphalt, our transit traffic increased sharply, which rests on the same broken road, ”Sergey explains. The third point: difficulties with leaving the Renaissance underground parking, as the view for the driver is blocked by parked cars, and cars leaving the asphalt often pick up speed sharply.

The interlocutor confirmed that the meeting of the initiative groups took place, but he has a different assessment of the results: “We talked quite adequately, they voiced their arguments, we ours. And they tried to reach a compromise in a peaceful way: to change the scheme of entry from the intersection, placing the blocks at an angle, and then everyone who leaves the intersection moves to the gravel road. Those who need direct transit drive on gravel, those who need to go to the Renaissance simply turn onto asphalt. According to him, only some residents of the “Civilization” were dissatisfied with this decision. True, traffic on gravel can be “plugged up” by cars parked there.

He also drew attention to the “brick” sign standing on the road between the territories of the two warring LCDs, which seems to prohibit motorists from passing to the “Civilization”. True, judging by the photographs, this sign has already unfolded more than once and “moved” to other places. The press service of the Main Directorate of the Ministry of Internal Affairs “Fontanka” reported that the department had nothing to do with the approval of this sign, similarly, the executive branch disowned its installation: the Main Directorate of the Ministry of Internal Affairs and the GATI. That is, this is pure amateur performance – it has no legal force, and no one will fine anyone for ignoring it.

But the press service of AAG shed light on the origin of the “brick”: deep into the quarter, unknown people moved it without permission. Initially, according to the scheme, which was agreed back in 2019, the sign was installed on the driveway for the period of work.

Renaissance itself did not make any changes to this scheme, and did not carry out any work on the transfer of these signs. “Kirpich” is still traveling: the day before, he moved to the place of the exit from the asphalt to the ground, where “civilized” neighbors are trying to clear the passage from concrete blocks.

By the way, the “no parking” sign at the entrance to the disputed territory also hangs, but the territory behind it is actually parked.

The press service of the “Renaissance” noted that the location of the blocks along the section of the road was intended to limit car parking, and not to restrict traffic. “We are aware of the disagreements between residents of the Renaissance residential complex and other adjacent residential complexes regarding the possibility of their passage through this section. Since this is a public area, then of course, all residents have the right to use it,” the company noted.

The developer emphasized that he sees the need to ban the passage of heavy vehicles on the asphalted area, working on neighboring construction sites, otherwise the asphalt will quickly become unusable. “It is planned to contact the relevant departments in order to work out and agree on appropriate measures,” the company added.

The Committee for the Development of Transport Infrastructure, in turn, stated that the site, which became the subject of contention, was not included in the list of public roads of regional significance.

In the meantime, the inhabitants of both residential complexes are bombarding officials of various levels with a demand to finally make a normal street. But you have to do something yourself. Until recently, at the intersection of Dybenko and Dalnevostochny Prospekt, drivers were met by a giant pothole-puddle. In February 2022, Renaissance residents chipped in, bought a truckload of gravel, and filled it in on their own.


The appearance of a “normal” road is lost in a hazy future. As follows from the last response of the governor Alexander Beglov in the correspondence “In contact” with one of the residents, now “the current deadlines for the transfer of the road to the city are from 07/12/2025 to 01/08/2026.” The developer, when asked about the timing of the dates, did not name, but commented as follows: “In accordance with the schedule provided for by the agreement, which will be specified after the approval of the PPT”

According to the agreement of the Renaissance company, the developer of the residential complex of the same name (part of the AAG group,) and Smolny dated August 2018 (the reaction is available), the developer had to develop a layout plan for a linear facility and design documentation, and then lay its own section of the road – four strips about 310 meters long, transfer it to the city, which after that must complete the remaining 540 meters to the Oktyabrskaya embankment. According to the schedule from this document, the company had to build its site by July 2021, and transfer it to the city by December of the same year. This was not done.

In August 2021, the city planning committee only issued an order on the preparation of a draft plan for the section of Dybenko Street, and in the fall of the same year, public discussions were held on the draft PPT. Fontanka asked the KGA to comment on the timing of the committee’s plans to approve it.

In turn, “Renaissance” reported that the procedure for preparing a government decree on the approval of the PPT is underway, and “clarifications are being made on previously received approvals from relevant city committees and departments.”
