The Central Election Commission of the Republic of Kazakhstan registered 18 candidates for deputies of the Senate of the Parliament from new regions

NUR-SULTAN. KAZINFORM – Under the chairmanship of Nurlan Abdirov, a meeting of the Central Election Commission of the Republic of Kazakhstan was held on the organization and conduct of elections of deputies of the Senate of the Parliament of the Republic of Kazakhstan from the regions of Abay, Zhetisu and Ulytau, appointed by the Decree of President Kassym-Jomart Tokayev for August 24, 2022. This was reported by MIA “Kazinform” with reference to the press service of the Central Election Commission of the Republic of Kazakhstan.

The meeting was attended by the chairmen of the territorial election commissions of the regions of Abay, Zhetisu and Ulytau.

Three items on the agenda were considered during the meeting:

“On the results of the nomination and registration of candidates for deputies of the Senate of the Parliament of the Republic of Kazakhstan from the regions of Abay, Zhetisu and Ulytau”;

“On the production of ballot papers for voting on the elections of deputies of the Senate of the Parliament of the Republic of Kazakhstan from the regions of Abay, Zhetisu and Ulytau, scheduled for August 24, 2022”;

“On approval of the Regulations for the use of the functionality of the Internet resource of the Central Election Commission of the Republic of Kazakhstan during the elections of deputies of the Senate of the Parliament of the Republic of Kazakhstan from the regions of Abay, Zhetisu and Ulytau, scheduled for August 24, 2022.”

Opening the meeting, Chairman of the Central Election Commission Nurlan Abdirov briefed on the course of the election campaign for the election of deputies of the Senate of the Parliament of the Republic of Kazakhstan.

On the first issue of the agenda, the chairmen of the territorial election commissions of the regions of Abay, Zhetisu and Ulytau reported on the results of the nomination and registration of candidates for deputies of the Senate of the Parliament of the Republic of Kazakhstan.

A total of 33 candidates were nominated for 6 mandates in three regions. All candidates were nominated in the order of self-nomination, of which 2 candidates in the Zhetisu region were also nominated by the maslikhats of Alakol and Kerbulak regions. One candidate in the Zhetisu region and one in the Abay region withdrew their candidacy on a personal application prior to registration.

By group of occupations: out of 31 nominated candidates: 10 – employees of commercial structures; 12 – employees of the apparatuses of akims and maslikhats; 8 – employees of state enterprises, institutions, organizations; 1 – employees of political parties and NGOs.

By party affiliation: 24 – members of the AMANAT party; 1 – member of the DPK “Ak Zhol”; 2 – non-party; 4 – did not indicate party affiliation.

By gender: 10 women and 21 men.

All candidates were checked for compliance with legal requirements.

According to Article 73 of the Constitutional Law “On Elections in the Republic of Kazakhstan”, registration of candidates is carried out in the presence of the following documents:

declarations of intent (consent) to run as a candidate for deputy;

the protocol of the regional election commission on the results of the verification of signatures of electors in support of the candidate;

biographical information about the candidate;

certificates of the state revenue authority on the submission by the candidate and his (her) spouse (husband) of declarations of assets and liabilities;

a document confirming that the candidate has made an election contribution.

Of the 31 candidates nominated, 10 did not submit all the documents required for registration; 3 – did not provide the required number of signatures in their support.

As of August 3, 2022, a total of 18 candidates have been registered (6 people in each region).

According to the group of occupations: 11 – employees of the administrations of akims and maslikhats; 4 – employees of commercial structures; 3 – employees of state enterprises, institutions, organizations.

By party affiliation: 14 – members of the AMANAT party; 4 – did not indicate party affiliation.

By gender composition: 5 women and 13 men.

Registration of candidates for deputies of the Senate of the Parliament of the Republic of Kazakhstan from the regions of Abay, Zhetisu and Ulytau ended on August 3 at 18:00.

Asylbek Smagulov, a member of the Central Election Commission, made a report on the second issue.

In accordance with subparagraph 6) of Article 12 of the Constitutional Law “On Elections in the Republic of Kazakhstan”, the Central Election Commission of the Republic of Kazakhstan, in accordance with its powers, establishes the form of voting ballots for elections of deputies of the Senate of the Parliament, the procedure for their production, as well as the degree of security, as well as ensures the production of ballot papers for the elections of deputies of the Parliament.

The degree of ballot security is established for each election campaign. It provides for printing protection methods applied by offset printing, color, printing font and others.

The ballot paper shall include all registered candidates indicating the last name, first name, patronymic (if it is indicated in the identity document) in alphabetical order of the state language and the line “Against all”.

In accordance with Article 37 of the Constitutional Law on Elections, ballot papers are produced with a reserve of 1 percent of the total number of voters in the constituency (electors of the region).

According to the requirements of the Constitutional Law on Elections, the premises in which the ballots are located are sealed and handed over to the protection of the internal affairs bodies.

In accordance with articles 24, 25, 26 of the Constitutional Law on Elections, lists of electors for the election of deputies of the Senate of the Parliament are compiled by the territorial election commission of the region on the proposal of the secretary of the regional maslikhat.

The list of electors includes all deputies of maslikhats located in the region.

The list of electors for the election of deputies of the Senate is submitted for review by publication in the local media, and is also posted on the Internet resource of the maslikhat of the region at least seven days before the elections.

Electors are provided with the opportunity to get acquainted with the lists in the premises of the election commission, as well as to check the correctness of the data entered in them about the electors.

Based on the norms of the Constitutional Law on Elections, a resolution was adopted On the production of ballot papers for voting on the elections of deputies of the Senate of the Parliament of the Republic of Kazakhstan from the regions of Abay, Zhetisu and Ulytau, scheduled for August 24, 2022.

According to the resolution, the election commissions of the regions of Abay, Zhetisu and Ulytau were instructed to produce ballot papers for voting on the elections of deputies of the Senate of the Parliament of the Republic of Kazakhstan from the regions of Abay, Zhetisu and Ulytau, scheduled for August 24, 2022, in an amount equal to the number of electors of the corresponding administrative-territorial unit , with a reserve of 1 percent of the total number of electors. The resolution also establishes the degree of security of ballot papers.

Member of the Central Election Commission Shavkhat Utemisov spoke on the third issue of the meeting.

The speaker submitted a draft resolution for consideration by the members of the Central Election Commission “On approval of the Regulations for the use of the functionality of the Internet resource of the Central Election Commission of the Republic of Kazakhstan during the elections of deputies of the Senate of the Parliament of the Republic of Kazakhstan from the regions of Abay, Zhetisu and Ulytau, scheduled for August 24, 2022”.

According to the resolution, in order to promptly inform interested participants in the electoral process about the course of the election of a deputy of the Senate of the Parliament and to provide real-time information on the turnout of electors, preliminary voting results on the website of the Central Election Commission, it is proposed to use the additional functionality of the Internet resource of the CEC of the Republic of Kazakhstan on voting day 24 August 2022.

The use of the functionality is based on the provision of paragraph 7 of Article 50-1 of the Constitutional Law “On Elections in the Republic of Kazakhstan”: “the procedure for using the electronic electoral system in the part not regulated by this Constitutional Law is established by the Central Election Commission.”

This system is implemented in compliance with the requirements of the legislation on personal data and their protection, information security.

In order to counteract possible cyber attacks and unauthorized access attempts from the outside, a data exchange protocol (SSL certificate) was installed that provides a secure connection for users of the Internet resource.

The functionality of the Internet resource of the Central Election Commission is intended for electronic registration of electors and summing up the preliminary results of voting, with their display on the Internet resource of the CEC of the Republic of Kazakhstan.

In order to cover the course of the elections on the day of voting for visitors, the main page of the website of the Central Election Commission will contain information messages that display a diagram of the turnout of electors and preliminary results of voting.

In the organizational practice of the Central Election Commission, electronic support for the elections of deputies of the Senate of the Parliament of the Republic of Kazakhstan has been carried out since 2017 and has been successfully used in the regular elections of deputies of the Senate of the Parliament of the Republic of Kazakhstan held on June 28, 2017 and August 12, 2020, elections of deputies of the Senate of the Parliament of the Republic of Kazakhstan from the city of Shymkent held on October 5, 2018 and June 24, 2019, as well as during the elections of a deputy of the Senate of the Parliament of the Republic of Kazakhstan from the Almaty region instead of the retired one, held on April 22, 2022.

Following the meeting, Chairman of the Central Election Commission Nurlan Abdirov stressed that the upcoming elections of deputies of the Senate of the Parliament from the regions of Abay, Zhetisu and Ulytau should be held in accordance with the law, in conditions of transparency and competition.
