The rate of construction of rental housing has decreased in the Zhambyl region

TARAZ. KAZINFORM – The reasons for the loss of interest of Zhambyl construction contractors in the construction of rental housing, as well as the prospects for the development of the construction industry in the region were discussed in Taraz, Kazinform correspondent reports.

The participants in the discussion in the oblakimat chaired by the head of the region Nurzhan Nurzhigitov were Vice Minister of Industry and Infrastructure Development of the Republic of Kazakhstan Yerkebulan Dauylbaev, Deputy Chairman of the Committee for Construction and Housing and Communal Services of the Ministry of Foreign Affairs of the Republic of Kazakhstan Bakytzhan Zhunusbekov, the leadership of the construction sector of the region, representatives of construction companies.

According to Bakytzhan Zhunusbekov, in 2022, 31.7 billion tenge will be allocated to the Zhambyl region for the implementation of 94 housing and infrastructure projects within the framework of the national project “Strong Regions – the Driver of the Country’s Development”. Due to this, it is planned to build 314.4 thousand square meters. m of social housing – 1,078 apartments will be built. It is planned to implement 26 projects to equip construction sites with engineering communications. As part of the modernization of the housing stock, 3.2 billion tenge was allocated for the overhaul of 50 multi-apartment residential buildings.

“It is planned to build 689 thousand square meters in the region. m of housing, including 430 thousand square meters. m of individual housing,” the speaker said, noting that work is underway to build the necessary engineering and communication infrastructure.

According to the head of the regional construction department Yerlan Orynbaev, this year the estimated cost of the planned construction facilities amounted to 187 billion tenge. Of these, 153 are due this year, 54 are rolling over to 2023.

“112 facilities are being built under the Nurly Zher program, 43 – under the Auyl – El Besigi program, 30 – under the Development of Regions program. The construction of three facilities was financed from the Government’s reserve. Construction of 30 facilities has already been completed since the beginning of the year,” the speaker said.

The head of the regional construction department asked the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan to support the proposal to continue financing housing construction from the republican budget, to increase the limit on the cost of rental housing under construction in Zhambyl in the range of 250-260 thousand tenge per 1 sq. m. meter.

Discussing this problem, regional akim Nurzhan Nurzhigitov noted that due to the low cost limits for 1 sq. m of credit housing under the program “Nurly Zher” in 160 thousand tenge, construction companies do not show enthusiasm for the construction of residential buildings, do not participate in public procurement tenders.

A significant increase in prices for building materials was noted by the heads of contracting companies. In addition, they emphasized that the Zhambyl region is located in a seismically hazardous zone, and this requires compliance with additional strengthening of construction and, as a result, its rise in price.

Summing up, Vice Minister of Industry and Infrastructure Development of the Republic of Kazakhstan Yerkebulan Dauylbaev noted that all proposals would be taken into account. With regard to the need to increase the cost of the limit of 1 sq. up to 250 – 260 thousand tenge, then when renting apartments, it is necessary to take into account the possibilities of residents. According to the branch of JSC “Otbasy Bank” in Zhambyl region, in accordance with the possibilities of the population, the cost of the limit for 180 – 200 thousand tenge was approved.

A special working group is being created in the Zhambyl region, which in the near future will develop proposals to the MIIR on the problems of construction, housing and communal services in the region. Online meetings will be held weekly at the ministry, during which representatives of construction contractors will be able to participate and express their proposals.
