To narrow the gap between the volumes of sorting and recycling will help loans that industry companies can take at an actual rate of 3.5-4.5%. This was reported to RG by the head of the Russian Ecological Operator (REO) on the sidelines of the Gaidar Forum.
According to him, the share of waste passing through sorting lines has increased to 40% over the past year. However, recycling masters only 4-7% of waste. Because of this gap, many already sorted fractions have to be brought to the landfill. The adoption of a law on extended producer responsibility (EPR) and infrastructure loans at state-subsidized rates can support processors, the head of the PPC REO believes.
The new EPR law provides for the complete disposal of all used packaging and partly of the goods themselves. It was supposed to be adopted in the autumn so that the document would come into force in 2022. However, due to disagreements in the government, this was not done. An updated version of the draft law has now been prepared, and if all instances pass successfully, it will enter into force in 2023.
“In 2021, the largest loan was issued for the development of infrastructure for the waste management industry – 100 billion rubles, this is an unprecedentedly large amount, the same amount was invested in the industry over the previous few years,” Butsaev said. “The government allowed us to subsidize up to 90% the key rate of the Central Bank, so companies get money at 3.5% -4.5% per annum, while market rates exceed 10%. Due to the same loans, dozens of glass processing enterprises will be created in 2022 , rubber, plastic into final products: elements of urban improvement or, for example, new garbage cans. So far, there is only one such plant in the country.”
Butsaev places great hopes on the climate projects of companies that will be able to reduce their carbon footprint through activities in the field of waste management. According to him, landfills are not yet included in the taxonomy of “green” projects, although a lot of methane, a greenhouse gas, whose climatic “toxicity” is 20-30 times higher than that of carbon, is released during decay. The necessary changes to the regulatory documents are being prepared now, after which third-party companies will be able to bring investments into the industry as part of climate projects.
