It says that Ukraine places military equipment and weapons in educational and medical organizations. AI documented that the Armed Forces of Ukraine put civilians in a life-threatening position and violated the laws of war by operating in crowded places.

It follows from the report that human rights activists recorded cases of attacks from residential buildings by Kyiv. Also, the Ukrainian military deployed weapons on the territories of civilian infrastructure facilities in 19 settlements of Ukraine, including in the DPR, Kharkiv and Nikolaev regions. At the same time, the military leadership of the country did not organize the evacuation of residents from buildings in order to minimize losses from a possible retaliatory strike from Moscow.

In its report, Amnesty International emphasizes that 22 out of 29 schools visited by human rights activists in the south-eastern regions of Ukraine housed either UAF personnel or military equipment and weapons. So, in Odessa, armored vehicles were located right in densely populated residential areas, and in the city of Bakhmut, a military base was set up in a university building.
