Recall that hostilities in Nagorno-Karabakh resumed at the end of September 2020. They became a continuation of a long-term conflict and led to casualties among the civilian population. With the mediation of Russia, Azerbaijan and Armenia on November 10 signed an agreement on a complete ceasefire and the exchange of prisoners and the bodies of the dead. Yerevan also handed over Kalbajar, Lachin and part of the Aghdam region to Baku.

In addition, peacekeepers from the Russian Federation were stationed in the region.
