We support the draft law on northern delivery and hope that it will be adopted as soon as possible

Governor of the NAO Yuri Bezdudny took part in a meeting of the Committee for the Development of the Far East and the Arctic. The main topic of the meeting was the discussion of the bill on northern delivery, which involves the creation of a unified federal system for providing remote settlements with the necessary annual supplies of cargo.

– This bill, which was developed by the Ministry for the Development of the Far East together with all regions that carry out northern delivery, including our region, is really fundamental. He, finally, determines the coordinator of the northern delivery, determines a single operator along the Northern Sea Route. This law concerns many issues and, importantly, including the supporting infrastructure,” said the Governor of the Nenets Autonomous Okrug.

At a meeting of the Committee for the Development of the Far East and the Arctic, which took place the day before, on October 27, Yuri Bezdudny made a presentation during which he spoke about the importance of the northern delivery for the Nenets Autonomous Okrug and the problems that need to be taken into account when finalizing the bill.

– We call the northern delivery of advanced, because in the short northern summer we need to provide each village with an annual supply of energy resources. Our district is really huge – 177 thousand square kilometers, from west to east – a thousand kilometers of the Arctic coast. And despite the fact that the district is sparsely populated, every resident in the most remote village needs light and warmth. That is why this bill is so important for our region,” said Yuri Bezdudny.

In his speech, the governor of the Nenets Autonomous Okrug paid special attention to the need for dredging the Pechora.

– This summer, the depth of the Pechora in some places reached 80 centimeters. It is obvious that it needs to be deepened. Deepening by the forces of the region is impossible, there must be an operator who knows how to do this. According to today’s estimates, the cost of the work is about two billion rubles. And this applies not only to Pechora, I think representatives of many regions are sitting here, where it is necessary to deepen the rivers, – Yuri Bezdudny addressed the meeting participants.

Another aspect that the governor of the Nenets Autonomous District focused on was the importance of developing the supporting infrastructure in the subjects that carry out northern delivery.

– We have practically no moorings in the settlements. To do this, it is necessary at least to develop a typical easily erected berth with an adjacent territory where cargo can be stored, and there must be some kind of program. Obviously, the number of settlements that we have, and small ones at that, requires a program. And not regional, such a situation throughout the country, – said Yuri Bezdudny.

Let us recall that earlier Russian President Vladimir Putin instructed the Government to develop and submit to the State Duma a bill on a single coordinator of northern delivery by March 2023. The Cabinet of Ministers must also submit proposals on the definition of a single maritime operator providing northern delivery using icebreaker fleet vessels along the Northern Sea Route. In addition, the head of state instructed to consider subsidizing loans attracted for the northern delivery.

“For us, this bill is extremely important, it is a matter of life and death. After all, if we brought everything by northern delivery, then we will winter, which means that the district will live. Therefore, we support the bill and really hope that it will be adopted as soon as possible, – Yury Bezdudny summed up.

As a result of the meeting, a number of proposals were drawn up, which will be taken into account when finalizing the bill. The draft law on northern delivery may be adopted as early as March next year.

In total, in 2022, the municipal enterprise of the Zapolyarny District Severzhilkomservice purchased 11.3 thousand tons of oil products (diesel fuel, oils and lubricants, AI-92 gasoline), 20 thousand tons of enriched coal, 9.6 thousand cubic meters of firewood and 522 tons of fuel briquettes.

Northern delivery traditionally starts in the region after the passage of ice drift. First of all, the cargo will be delivered along small rivers, and then by sea to 35 remote settlements of the Nenets Autonomous Okrug.
